What is ALCR?
The Adult Learning Continuum Review (ALCR) reflects the commitment from Air Force to invest in the adult volunteer staff of the Australian Air Force Cadets (AAFC). At its heart is an investment in staff to ensure they are adequately prepared to deliver the revised program ‘Cadets’ as developed as a result of the Cadet Learning Continuum Review (CLCR). Staff of the AAFC, and the roles and functions they fulfill, are crucial in the delivery of Cadets. The ALCR serves to ensure that AAFC adults are prepared for those roles and functions by supporting them with specific learning experiences, starting from their decision to volunteer and then throughout their tenure in the AAFC.
The end product of the ALCR will be the AAFC Performance and Personal Growth (PPG) Framework that ensures adult volunteers are adequately prepared to enthusiastically and confidently perform their AAFC roles and functions, including the delivery of Cadets.
Enhancing the adult AAFC experience
ALCR also represents an enriched adult experience. Recent AAFC adult feedback and analysis speaks to the value of learning and development opportunities that give adults confidence in their roles and provide pathway for adults to extend themselves. ALCR will build on the best current AAFC learning opportunities, whilst implementing new learning experiences and development opportunities; in particular, AAFC adult leadership development.
What is changing/being implemented?
Key changes include:
- Integration of staff learning opportunities within on-boarding and periodically throughout the adult AAFC engagement.
- Improved learning experiences for AAFC roles (e.g. COs, SOTs, ADMINOs).
- AAFC leadership development opportunities across the Tactical, Operational and Strategic levels of the AAFC.
- Learning intertwined within the overall AAFC experience, with formal and informal learning opportunities reinforced across all activities, roles and categories.
- Changes to the approach in adult learning to ensure the material is relevant, engaging and flexible.

Timing
Design of the ALCR commenced in February 2023 and is anticipated to run at least to the end of the 2023 calendar year. The first elements of the AAFC Performance and Personal Growth Framework (PPG) are expected to be available to adults in 2023.
Consultation
The success of ALCR will hinge on the input of AAFC adults and cadets. Their voices will be critical to continually enrich the understanding of learning needs. Adult and cadet input will also help identify current AAFC learning good practice, and shape content and delivery to maximise the accessibility and usefulness of the resulting PPG. Consultation for the ALCR will include:
- The establishment of an ALCR Review team, who will be the chief avenue for AAFC input and co-design of the ALCR program.
- ALCR roadshows, to update AAFC adults and cadets on the progress of ALCR, provide feedback on that ALCR progress, and to help steer the future direction of ALCR.
- Site visits to SQNs and WGs for the ACLR developers to gain firsthand knowledge and contextualisation of the adult and cadet experiences.
- Interviews with adults across a wide range of AAFC roles, to understand specific learning needs.

The Adult Learning Continuum Review is an interim step change that will require continuous feedback and support from all participants to make it a success. Our AAFC programme can only continue to evolve and grow to remain relevant to volunteers with those who are committed to undertaking these new changes.

FAQs about the ALCR
Additions will be made to the ALCR FAQs as the project progresses. This will include questions and feedback arising during the upcoming ALCR roadshows, as well as questions received through other feedback channels (e.g. the ALCR feedback form).
The AAFC Performance and Personal Growth Framework (PPG) will be the full suite of recommended learning opportunities focused on AAFC adults. It is anticipated to provide three streams of learning opportunities: learning for specific AAFC roles, development of general organisational understanding, and leadership development.
All AAFC adults will have access to the learning opportunities contained within the PPG, including DAHs. Senior cadets will also be encouraged to participate in some of those learning opportunities to support the delivery of Cadets and in preparation for their transition into AAFC adult status.
The PPG will provide learning opportunities for all stages of the adult AAFC journey. For example, the leadership development stream will provide opportunities that are relevant to SQN level contributions, as well as opportunities suited for those going on to make contributions in the WG and NATHQ.
Although there will be some highly recommended learning experiences, the default assumption of the ALCR will be that the PPG largely provides learning opportunities for voluntary uptake by adults. As such, the time commitment for PPG learning is largely at the discretion of adults and coordination with the conduct of Cadets. Options will include online and regional solutions to maximise the availability of resources and limitations of time.
